I have found that latex based sealer primers don’t work as well as solvent based primers. Some marks still bleed through water-based sealer primers even though they say that it won’t.

There are a couple different types of bases for these specialty primers, the first one that I use is a shellac-based sealer primer. This primer dries very quickly and you can paint over top of it within just a few minutes. The other one is a solvent-based primer that takes around half an hour if you buy quick dry.You can buy this product in either a can that you can dispense from and roll it on or even by a spray can and spray it on. Generally for a few spots I use a spray can is much more convenient and no cleanup.

Lastly if you have glossy walls and you’re not sure whether it has latex paint or oil based paint on the wall the best thing to do is prime it with either an oil based or a shellac-based primer sealer. This for sure will allow you to apply latex coats of paint over top of it without it coming off.
